Container Deposit Scheme
Infrastructure Grants 2015-16
The Northern Territory Environment Protection Authority (NT EPA) is seeking
applications from organisations interested in purchasing infrastructure to establish
beverage container Collection Points and/or Collection Depots throughout the
Northern Territory as part of the Container Deposit Scheme (CDS).
Operating a Collection Point provides organisations with great opportunities to
reduce litter and raise money by collecting approved containers and returning them
to Collection Depots to receive a refund.

A DELIBERATELY lit grass fire caused
the closing of the Stuart highway for
40 minutes last Monday evening and
disrupted the entertainment schedule
for the Desert Harmony Festival 2015,
Arts Culture Experience Day held at
Lake Mary Ann.
Members of the public reported that they
saw a group of young children fleeing the
scene where three spot fires had taken hold
between the Warrego bypass turnoff and the
Members of the Territory Police closed the
road in the interest of public safety while
fire officers back-burnt in order to contain
Officer in charge (OIC) of the Tennant Creek
Fire Station, Nathan Ferguson said that the
local crew were on the scene for two hours
extinguishing the blaze which posed no seri-
ous threat to the festival goers or the town.
“Our controlled burn period stretches from
June till September and because of the good
early rains and warm temperatures this year,
fuel loads in the Territory are tinder box dry
and in abundance,” he said.
“Our crew have spent four days in Elliott
control burning and we have a good handle on
what we are in for later in the season.
“This little incident is a timely heads-up that
kids and matches or lighters don’t mix well
and I’d like to remind everyone that the light-
ing of fires inside the town area is prohibited
all year round.
“The only exception to this is if you live on
a hobby farm, but property owners still need
to obtain a written permit from the OIC of the
Fire Station before conducting any burn-off

(CPA) ‘Small Branches Committee Workshop,
Douglas, Isle of Man 17-21 August 2015 refer-

The Legislative Assembly of the Northern Territory is
a unicameral parliament, one house with 25 members.
The Assembly comprises two major political parties

active parliamentary committee system comprising
Public Accounts Committee and longstanding com-
mittees scrutinising subordinate legislation, legal and

the NT administration however having Government
The Assembly has a long tradition of establishing
select committees examining issues like the illegal

The Legislative Assembly holds an annual Estimates
Committee established to scrutinise the Appropriation
Bill; Northern Territory Budget essentially providing

However a perceived weakness reflects an ad hoc
nature lacking wide ranging systemic scrutiny of Gov-
ernment activity, policy and legislation constrained by
the small number of members serving on committees.
Committee reports generally reflect a majority con-
sensus presenting recommendations for government
with many recommendations implemented testifying
the importance of committee research and reporting.
Traditionally composition of committees reflects a
Government majority however now losing its majority
some committees face an Independent member as Chair
having both a deliberative and casting vote.
At the CPA workshop I will present my experience
on NT Public Accounts, Subordinate Legislation and
Publications, Environment and Sustainable Devel-
opment, Legislative and Constitutional Affairs, NT
Energy Futures and Foetal Alcohol Spectrum Disorder

As serving Member of Parliament and financial mem-
ber of the Commonwealth Parliamentary Association,

Effective govt scrutiny by committee
Legionella at TC Hospital

A POTENTIALLY-deadly bacteria was detect-
ed in the Tennant Creek Hospital’s water tank
The tank was flushed and disinfected with chlorine
after routine water sampling revealed the low levels
Dr Samuel Goodwin, Deputy Director of Medical
and Clinical Services, Central Australia Health Service
said further precautions were implemented within the
hospital to ensure patient, visitor and staff safety, in-
cluding the supply of bottled water to all patients and
staff within the hospital.
Because hot showers could cause aerosolisation of the
bacteria, patients had to be given bed baths in a further
bid to minimise health risks.
The hospital is currently running on the town water
supply pending the results of the second round of tests
which will be returned from a Perth laboratory by next
Legionella in water sources poses less of a threat to
human health than bacteria in airconditioning because
the disease is caused by inhaling the bacteria.
Dr Goodwin acknowledged there would be some
inconvenience whilst the hospital waited for the return
